kolaente 8409bdb120 refactor(user): export IsErrUserStatusError for use across packages 
Make isErrUserStatusError public and replace all verbose
!IsErrAccountDisabled(err) && !IsErrAccountLocked(err) checks
with the shorter IsErrUserStatusError(err) call.
